Abstract

Network Operators (NOs) are an important class of users of telecommunications standards, and it is reasonable to expect that their needs should be reflected in these standards. The generic task of a NO is network development, for which a particular class of company standards—the Operator’s Requirements (ORs)—are used. It is argued that the current approach to developing and using ORs is costly, inefficient and error-prone. We propose that the “external” standards, developed by the Standards Development Organizations, be extended with a new part, called Embedded Capability Relations, which would constitute a formalized, common base for individual ORs. We propose a concrete notation for this new part and discuss its features in the context of the current methodology for the formulation of standards.
