Abstract

Selecting the best managers from several proposed alternatives is a key factor in project success. The act of selecting administer is a multi-indicatory issue which includes qualitative and quantitative criteria that might be in contradiction or even might be vague. Therefore, complexity and importance of the problem requires using of analytical procedures rather than intuitive decisions. In the current article, first, the managerial competency criteria has been identified based on the library studies and surveys of specialists in the community. A Fuzzy DEMATEL method has been used for the sake of prioritizing the evaluation criteria and also for the relationship between effective criteria on the choice of superior managers of the project, afterward Analytic Network Process was applied for determining the weight criteria. In the end, a fuzzy multi-criteria model was designed, and through using metology, fuzzy sets and fuzzy VIKOR techniques, management substitution candidates have been prioritized.

Introduction

Always the choice of meritorious managers has gained importance among decision-makers at different periods. While comparing with employment of merit managers and experts the act of selecting the managers amongst human resources is a really complex process. Regarding the selection of capabilities, Development Organization of United Nations Industrial divides people into three groups:

    Related knowledge

  • 2.

    The skills set include the ability to run and making use of the knowledge in practice

  • 3.

    Personal characteristics including behavioral and characteristic qualitative abilities

Many writers have argued that human resources professionals play the role of a strategic partner. From past until today discussions on the selection of the best managers for projects has been conventional and common. Adam Smith known as the father of economics put emphasis on business expertise. In him the most important characteristic for a manager is expertise. In today’s economic knowledge, human resources with the knowledge and skills are keys to the success of projects and countries to strengthen their competitive advantage in the world. Not only human resources are stimulus and core values of projects but also recruitment and training staff motivation are important factors of success for all basic sciences project. The act of making the models aids the project so that accurate and reliable information will be available. Science and technology are two factors that cause the modern economic; these factors are under the control of human resource. The most important issue in selecting the human resources is its fuzziness. Amongst lots of techniques that most frequently used, researchers commonly relate the multi-criteria decision-making methods to fuzzy environment (Kelemenis, & Askounis, 2010).

Foundations Of Fuzzy Approac

There is always uncertainty in the human world. Modeling of uncertainty in decision analysis has been done by means of probability theory or fuzzy set theory. The more a decision maker was involved in human resources and complex systems the more dominating the fuzzy phenomena would be in explaining the systems. The foundations of such controversy have been described as “incomparable” principle by Professor Lotfi Zadeh. In effect fuzzy sets are sets of which members are not precise. For the sake of analyzing these sets Dr. Lotfi Zadeh gives a number from the range of IJITPM.2018040103.m01 as membership degree of that particular member in that particular set. Performing calculations with fuzzy numbers due to their specific structure is very time-consuming and complex, for facilitating and practicality of fuzzy numbers, certain methods are used in the calculations. These specific numbers are in the form of the bell, triangle, L-R trapezoidal triangular, L-R trapezoidal.
