Behavioral Aspects of Data Production and Their Impact on Data Quality

Abstract

When one worker produces data and another uses it, certain problems in producing effective data become more likely, e.g., there is a higher likelihood of poor quality data. Our discussion assumes that the effective use of a computerized system depends on the quality of its data, which itself depends on the quality of the data production process. Hence, we take an organizational perspective to understand the behavioral determinants and consequences of data production. Such an understanding is necessary for effective systems analysis. This paper develops a model of data production, using observations from three previous case studies. It posits that to produce data effectively, one must be motivated and able; and that motivation and ability are a function of the fit between the worker and the work environment. The model is used to study twenty-three mini cases through semi-structured interviews. Finally, we demonstrate the utility of this model by deriving several propositions that state which conditions increase the likelihood of problems in data production and how to cope with the problems effectively
