The reliability engineering is the high utilization of system Product (i.e. Processor, Memory, File, Sh, K & Encryption key) Services, Business and Resources at minimal cost. The Real Time Operating System providing highest services at optimal cost and time. The reliability engineering provides the maximum performance, accountability, reliability, scalability, integrity and availability of processor, memory, file, Sh, Kernel and other inter dependency sub-components. The reliability engineering is the ratio of the maximum functionality of individual components to the minimal cost. RE = k ((P, M, F, K))/minimal cost. Where k is the proportionality constant. The RE is inversely proportional to the risk. The RE maximizes the throughput & decision process of business and system as well optimize the risk and down time. We have to develop the reliability engineering model & mechanism for risk optimization over a complex real time operating system for multiple business & technology. This proposed model integrate and mapping the SE, RE, SC with Product, Business & Resources in around the globe. Meanwhile Business, Engineering & Technology keep balance with product, services, operation & services as per CE. This semi-group model definitely resole our objective at high level of satisfaction. When reliability is increases with the fault tolerance increases and mean while the risk will be optimized as per business and resource requirement.

1. Introduction

In the present age, the technology management can be defined as the integrated planning, designing, organizing, operation and control of product & services at optimal cost. The technology management improves the quality and value engineering in a systematic & continuous manner. The high performance of individual components and resources at minimum cost & time, then improve the productivity of services and satisfy to the risk management system. The system engineering, reliability engineering and security engineering is a great value, when they are integrated with each other in real life environment for high productivity with minimum cost and time.

The system engineering, technology and management is the umbrella of the many more sub-system like reliability, system, security engineering, quality assurance, quality control, quality function design and development for manufacturability. The system engineering & reliability engineering is the two part of the coin. The reliability engineering is the high level of technology management for every aspect of all science, engineering and management fields (B Mohadevan, 2008). See Figure 1 for a diagram showing the cycle of products, businesses, and resources.

The systems engineering is an interdisciplinary approach and means to enable the realization of successful systems. It focuses on defining customer’s needs and required functionality early in the development cycle, documenting requirements, then proceeding with design synthesis and system validation and verification while considering the complete problem including operations, performance, test, manufacturing, cost, time, and schedule. This subject emphasizes the links of systems engineering to fundamentals of decision theory, statistics, and optimization. It also introduces the most current technology, business, resources, and commercially successful techniques for systems engineering (B Mohadevan, 2008).

The reliability engineering (RE) is a systematic and continuous approach to improve the value of goods or products and services by applying real time theoretical and experimental method, model & mechanism. The value can therefore be increased by either improving the functionality or reducing the cost or both simultaneously. The reliability engineering is specifically establishing and maintaining cost-effective value engineering procedures and process in a systematic way of top management decision. The reliability engineering is based on system engineering. The RE and Quality engineering concept can be develop by combining efforts of customer engineering, system engineering (design for manufacture abilities and quality function development), reliability engineering (RE) and security engineering (SC). (B Mohadevan, 2008; Richard B Chase, Robert, Nicholas, Nitin, 2006)

The reliability engineering is the discipline of ensuring a system meets customer expectations (CE) for reliability throughout its life of the product and services; i.e., it does not defect, error, fail and mal functioning more frequently than expected. The reliability engineering applies to all aspects of the system management, science, engineering and technology. It is closely associated and collaborates with relation, function, operation and services of the relevant components, elements, objects of the product and business which is high inter operatively, maintainability, availability, scalability and reliability.
