Editor/Author Biographies

Arwiphawee Srithongrung, D.P.A., is a Visiting Research Fellow in Illinois Institute of Public Finance, Center for State Policy and Leadership, University of Illinois at Springfield. Dr. Srithongrung received her Doctor of Public Administration (D.P.A.) from University of Illinois at Springfield. Prior to joining Illinois Institute of Public Finance, she was an Associate Professor (with Tenure) at Wichita State University (2013-2018) and University of Nebraska-Omaha (2006-2013). Dr. Srithongrung has expertise in public budgeting and finance, fiscal policies, economic growth, and performance measurement. In addition to teaching and research experiences, Dr. Srithongrung has assisted state and local governments in several consulting projects including City of Omaha’s revenue forecast, State of Nebraska’s charitable tax credit analysis, State of Kansas’s food sale tax analysis, and City of Wichita’s arts and income growth analysis.

Natalia Ermasova is an Associate Professor at Governors State University, IL. She has a PhD of Public Affairs (Indiana University, USA), PhD of Economics (Russia). Her primary research interests are public finance, risk-management, innovation management, and the state capital budgeting. Before starting her work in the USA, she worked as a Professor of Finance in the Volga Region Academy for Civil Services in Russia for 12 years and as Professor of Saratov State University for 2 years. She was Visiting Professor in Germany (Ludwigsburg Academy for Civil Services) and Fulbright Visiting Professor (SPEA, Indiana University). More than 45 books and articles were published in Russia and more than 30 articles published in the USA. Her articles were published in State and Local Government Review, International Journal of Public Administration, SAM Advanced Management Journal, Journal of Management Development.

Juita-Elena (Wie) Yusuf, Ph.D., is an Associate Professor in the School of Public Service at Old Dominion University. Her research interests are in public budgeting and financial management, with a particular interest in transportation and infrastructure finance, and transparency, accountability and public participation.
