The development of social technologies has brought about a new era of political planning and government interactions. In addition to reducing costs in city resource management, ICT and social media can be used in emergency situations as a mechanism for citizen engagement, to facilitate public administration communication, etc. In spite of all these advantages, the application of technologies by governments and the public sector has also fostered debate in terms of cyber security due to the vulnerabilities and risks that can befall different stakeholders. Editor/Author Biographies

María Elicia Cortés Cediel is an Associate Lecturer at the Faculty of Political Science and Sociology of Universidad Complutense de Madrid, where she earned a MSc in Government and Public Administration (best dissertation mention in the faculty) and is pursuing a PhD on Political Sciences, Public Administration and International Relations. She earned a BSc on Law and a BSc on Political Sciences and Public Administration at Universidad Autónoma de Madrid. Interested in new forms of citizen participation supported by electronic tools, she has co-authored research papers that analyze e-participation from human, social and technological perspectives, focusing on smart governance and e-governance in smart cities.
