Editor/Author Biographies

Cenay Babaoğlu graduated from Hacettepe University, department of Political Science and Public Administration. He completed his graduate studies at the same university, at the Institute of Social Sciences, Program of Political Science and Public Administration and worked as research assistant at the same department between 2009-2015. During this period, he had academic visits to Bremen University/Germany for one year, to Berlin/Germany for four months and to Skopje/ Macedonia for six months. After receiving his PhD in 2015, he began his career at the Grand National Assembly of Turkey. In 2017, he has been appointed as assistant professor at the Department of Public Administration at Ömer Halisdemir University. He is working as associate professor at Selcuk University, since 2019. The author has many books, book chapters and articles on public policy practices and civic engagement, social policies, public administration and technology. He is the Editor of Journal of Public Administration and Policy and assistant editor of the Journal of Public Administration and Technology.

Elvetin Akman completed pre-university education in Ankara. Elvetin AKMAN, who completed his undergraduate education in 2007 at Süleyman Demirel University Department of Public Administration, completed his master's degree in 2009 with the thesis entitled “Social Responsibility Management in Local Administrations: Cankaya Municipality Example” at Sakarya University Social Sciences Institute Public Administration Department. His Ph.D. degree was completed in 2015 by Süleyman Demirel University Social Sciences Institute Public Administration Department with the thesis titled “Public Policy in Turkey and Analysis of Law Making Process”. He is Assist. Assoc. Dr. at Süleyman Demirel University Faculty of Economics and Administrative Sciences Department of Political Science and Public Administration. There are three editorial books titled “Social Responsibility with Different Perspectives”, “Social Work with Social Policy and Public Administration Components” and “Public Administration Education” and many academic articles. Working places; Public policy, public administration, e-government, and local governments.

Onur Kulaç is an assistant professor of political science and public administration at Pamukkale University in Turkey. He received his MPA degree from the University of York (UK) and PhD in Political Science and Public Administration from the Pamukkale University. He has postdoctoral research experience at the University of Pardubice in the Czech Republic. He has been serving as an editor of Journal of Public Administration and Policy. His research interests are public policy and analysis, public administration and policy education, unofficial actors in policymaking process, and decision-making.
