The 18 papers in this volume address the need to monitor the energy and resources consumed by the information and communication technology industry, and identify ways computers can support environmental practices. German researchers propose a self-optimizing technique for IT infrastructures that automatically tunes the energy efficiency of IT systems, and Japanese researchers present algorithms for selecting a server from a cluster that reduces total power consumption. Other topics include multidimensional analysis of supply chain environmental performance, mitigating the environmental impact of smartphones with device reuse, video compression for portable and low-power applications, and a hybrid energy system based on photovoltaic and fuel cells.

Editor/Author Biographies
Wen-Chen Hu received a PhD in Computer Science from the University of Florida. He is currently an associate professor in the School of Electrical Engineering and Computer Science of the University of North Dakota. He is the general chairs of about 20 international conferences and has been the editor-in-chiefs of the Journal of Information Technology Research (JITR) since 2023 and International Journal of Handheld Computing Research (IJHCR) from 2010 to 2017. In addition, he has acted as more than 200 positions like editors and editorial board members of international journals/books and program committee members of international conferences. Dr. Hu has been teaching for more than 25 years at the US universities and about 20 different computer/IT-related courses and advising/consulting more than 100 graduate students. He has published about 200 articles in refereed journals, conference proceedings, books, and encyclopedias, edited more than 10 books and conference proceedings, and solely authored a book. His current research interests include (mobile) data research and applications.
Naima Kaabouch received her B.S., M.S., and Ph.D. all in Electrical Engineering from the University of Paris 11 and the University of Paris 6, Paris, France, in 1982, 1986, 1990, respectively. She is currently an Assistant Professor, in the Department of Electrical Engineering, University of North Dakota. Dr. Kaabouch's research interests include configurable computing, real time systems, and signal/image processing. She published over 80 articles on refereed journal, proceedings, and books. In the green computing field, she is the co-editod two books. While teaching, she developed and taught several courses in the field of configurable computing and real time systems involving microcontrollers and Field Programmable Gate Array devices-based devices.
