Abstract

This chapter focuses on the significance of good governance in municipal planning and implementation to develop changeable activities that may foster good governance during municipal planning and implementation. This chapter will seek to assess the obstacles that cause developmental projects to fail in South African municipalities. Municipal planning means the control and regulation of land use at a municipal level whereas implementation entails the requirement that all municipalities in the country develop and approve such plans to adequately respond to the needs. Good governance means the capacity of city councils and their partners to formulate and implement sound policies and systems that reflect the interests of local citizens, and to do so in a way that is transparent and inclusive of those with the least power and resources.
