Abstract

The chapter provides a critical analysis by researchers of Kazakh, Russian and foreign authors in the field of open government. Analysis of state indicators of Kazakhstan, international frameworks regarding ICT development, open data, open government, and budget transparency and ways of their improvement are also presented. Results of an investigation of open government's role from the scope of view of official resolutions and national strategic planning of the Republic of Kazakhstan are shown. Most remarkable international initiatives in the field of Open Government are reviewed. The chapter proves the lack of strategic vision of the open government institutions and necessity to study the best world practices by Kazakhstan's strategic bodies to develop citizen-oriented e-Government platform. Critical analysis of challenges arousing at early stages of open data introduction and proper sustainable solutions is presented.

Background

In October 2017 a report of the Center for Legal Policy Studies (CLPS 2017) was published, containing a regulatory and legal educational program in the implementation of the open government model in Kazakhstan, as well as the results of a content analysis of the Open Government Portal. As a result of the study, authors propose a roadmap model of management openness indicators developed (according to their statements) by Transparency International.

At the same time, the Organization for Economic Co-operation and Development (OECD) review of an open government reform in Kazakhstan was published (OECD, 2017). Main conclusions and recommendations in this review may be briefly described as following: guarantee of a systematic approach, strengthening a regulatory framework and its implementation, increasing aa quality and a number of channels of interaction between the state and society, business.

History of open government in Kazakhstan starts in 2006 when first e-Government internet portal has been created as a part of the State program for the formation of an “electronic government” in the Republic of Kazakhstan for 2005-2007 (Decree of the President of the Republic of Kazakhstan No. 1471 2004). Initially, this portal served as a source of information and references, that later transformed into a common provider of public services according to a “one window” principle.
