Abstract

Discussing public sector and entrepreneurship issues under the same title brings with it many difficulties. At this point, the public sector, whose main purpose is to provide public benefit, needs to be combined with the concept of profit-oriented entrepreneurship. According to the dominant paradigm in new public management, if it is not possible for a product or service to be provided by the private sector and/or on a contractual basis, the state is the entrepreneurial actor of any business or service. This chapter aims to express the importance of entrepreneurship in the public sector, the strong obstacles it faces, and the paradoxes experienced by using comprehensive literature review and observation methods.
