Abstract

The features of the modern world community in its transition to a phase-risk existence represent a socio- economic study on developing a model of an innovative society that is adequate to the conditions of the global crisis. A key problem of long-term development is the development of man, his social and natural environment but the key subjects of long-term planning are an innovative development and new quality of human capital since the quality of human capital is one of our competitive advantages. The economy must be innovative and the innovative economy must be created by “the innovative” person. Consequently such a person has to be available but for the moment there is no such massive phenomenon on a national scale. In terms of social and economic bases of social development the necessity of administration is determined by division of labor on the one hand and by the need for its cooperation on the other. The modern new paradigm of public administration is more likely based on the idea of more and more complete inclusion of a creative person into the structure of the subject of management connected with collective intelligence that transforms the society, as described in this chapter.

Management In Innovative Society

The Concept of social and economic development of Russia till 2020 (The Federal Government concept, 2008) gives the description of an image of social and economic country organization to which we aspire: «the Image of the country in 2020 represents an innovative Russia which is a global leader, an attractive place to live, the openness of the country to everything new». The Concept 2020 defines the strategic targets assuming the achievement of Russian leadership in certain areas and estimates those challenges which are faced and will be faced by the Russian society. The purpose of the Concept is to give a systematic picture of Russia’s development and to concretize the action programme in keynote areas, particularly human development, economic institutions, national innovation system, and the basic branches of the economy.

As Nabiulina (2008) suggests, realization of the concepts should be provided with a clean-cut scheme of actions which is defined by key problems. In this case the key problem of long-term development is the development of man, his social and natural environment but the key subjects of long-term planning are an innovative development and new quality of human capital since the quality of human capital is one of our competitive advantages.

The economy must be innovative and the innovative economy must be created by “the innovative” person. Consequently such a person has to be available but for the moment there is no such massive phenomenon on a national scale. Therefore the capital is supposed to be invested in those projects which will enable the development of individuals who are able to produce, perceive and implement innovations. Individuals consider soft issues such as behaviours, team interfaces, structure, communication and management style as sources of complexity, whereas companies consider more the mechanistic sides of projects such as the schedule, procurement methods, project size, etc. (Antoniadis, 2013). Therefore, the modern organizations become one of the key sources of development, and have to fulfill efficiently such functions as socialization, personality formation, development of civil feelings first of all. Essentially there formulated social and psychological problems the solution of which defines the welfare of the country.

The high quality of the system of innovative personality development and the realization of the Concept 2020 depend on the set mission of construction of an innovation society that will make innovation “fashionable” in the country. In accordance with the views of the authors of the document we speak about the society in which intelligence and creative potential of a person are the major factors of economic growth and national competitiveness. The innovation society should create new ideas, new technologies and social innovations, including administrative innovations, as well as innovations in all spheres of economy and public life. The innovation society should provide talented people with the action of the social elevator. An environment which will stimulate the revelation and realization of creative potential of the professional, and encourage innovative behavior of each person should be created.
