Abstract

The chapter shows the role and significance of the Kaliningrad region of the Russian Federation in process of preparation and implementation of Russian military aggression against Ukraine, which started on February 22, 2023. The goal of author is also description of role of the region in the Russian hybrid war against Poland and Baltic states. One of important aims of Russian authorities is to destabilise Polish-Russian and Polish-Belarussian borders. Since August 2021, there has been an observed migration crisis on Polish-Belarussian border. Russian authorities planned to arrange similar crisis in the Kaliningrad region. One of aims of the chapter is also to describe participation of military units for the Kaliningrad region in Russian aggression against Ukraine.

Literature Review

There is extensive literature on issues related to the role of the Kaliningrad region of the Russian Federation in shaping European security and international relations in Central and Eastern Europe. Geopolitical importance of the Kaliningrad region was analysed by Żęgota (2021) and Tarasov (2020) and Zverev (2019). They showed that geopolitical importance of the Kaliningrad region also results from the specific, exclave location of the region, which is surrounded by countries participating in the European and Euro-Atlantic regional integration organizations.
