What is Design Build and Operate (DBO)

Encyclopedia of Information Science and Technology, Third Edition
A model used for public-private partnerships. In a private DBO model, the private partner is responsible for the design as well as the building and operation of facilities. DBO ensures technology neutrality, as the private partner is able to choose a preferred technology without any public intervention. In a public DBO model, it is the public partner who is responsible for design, building, and operation.
