Over the past several years, academia and scholarly publishing have turned into a data-driven endeavor that hinges on the citation impact, indexing, and prestige of research. Due to this shift, academics are not only now challenged with teaching classes, conducting office hours, researching and writing, continuing education, participating in various societies and associations, and more, but they must also ensure that their research work is highly discoverable and accessible. One of the main opportunities to increase the citation impact of a research paper is through Open Access.

Read and Publish Model
Through OA, researchers’ work is published through a Creative Commons license and as such, they can freely share their findings with the entire global community. While the benefits of publishing under OA are endless, including up to an 89% higher download rate, increase in citation impact, opportunities for career advancement, and more, there are a host of challenges for authors to procure funding to cover the related OA article processing charges. According to a study conducted by PCG Open Access Library (2014), the most common funding sources for OA APCs, include authors themselves followed by outside
grant funding.
While these statistics are changing today, this, in conjunction with mandates including Plan S, was the inspiration behind IGI Global’s OA Fee Waiver (Read and Publish) Initiative.
“IGI Global’s philosophy from day one has been, and will continue to be, publishing content based on the innovative nature and quality presented in the work as opposed to focusing purely on profitability,” stated Dr. Mehdi Khosrow-Pour, President and CEO of IGI Global. “So, while we understand the need for there to be article processing charges associated with publishing under open access in order to cover the costs of producing peer-reviewed journal content, we also feel that it is important for publishers to review these fees, and determine in what ways
could these costs be subsidized?”

This initiative was established in early 2018 (well in advance of Plan S), and when libraries invest in our e-Collections, including our full collection of 6,600+ reference books (e-Book Collection) and full collection of 140+ scholarly journals (e-Journals Collection), IGI Global will match the investment with a fund of 100% OA APC waivers. Since the launch of this initiative, hundreds of institutions have taken advantage of this initiative, including San Jose State University, USA; Deakin University, Australia; Virginia Tech University, USA; University of North Texas, USA; University of Bath, UK; and more.
This model differed from others in the industry as it provided a truly sustainable method for OA funding and was different from their peers as many publishers were only providing discounts on OA APCs rather than full funding. Based on the ongoing increased interest in OA and to continually support both the librarian and researcher community, we expanded this model to provide additional flexible opportunities for OA funding. Now under our OA Fee Waiver (Read and Publish) Initiative, based on the investment of the institution in our e-Book and e-Journal Collections, institutions can:
  • Provide platinum/diamond OA funding to a faculty-led scholarly journal: This not only increases the prestige of the journal and the faculty, but as each of our journals contains thousands of contributors from around the globe, it helps increase the visibility of these researchers’ articles. Additionally, it increases the overall standing of the journal in indices, including Web of Science and Scopus, which can assist early career researchers, a researcher from developing countries, and underrepresented scholars receive credit and recognition for their work.
  • Provide OA funding for an OA reference book: Similar to journals, each of our edited publications contains research from international contributors and it can increase the discoverability of the title and the recognition of underrepresented researchers. It can also be utilized to help fund a publication in DEI that would not have the resources or interest to be funded based on the sheer cost of OA book publishing.
  • Provide 100% OA article processing charge and/or book processing charge waivers: This enables faculty, students, and staff at your institution to freely publish an OA article and chapter (after the peer review and acceptance). Additionally, based on the agreement this option can be combined with the options above or be offered unlimitedly.
Additionally, we are expanding these offerings to Publish & Read models, which have become increasingly popular. Where if there is an appetite to publish under open access or retroactively open faculty research, libraries and institutions can support this funding and we will provide complimentary access to our full e-Book and e-Journal Collection.

A prime example of the benefits of utilizing the OA Fee Waiver (Read and Publish) Initiative is showcased through IGI Global’s International Journal of Translation, Interpretation, and Applied Linguistics (IJTIAL), edited by Profs. Wei Zhao (Shandong University (Weihai), China), Lin Fan (Beijing Foreign Studies University, China) and Yuanyuan Mu (Hefei University of Technology, China). During the 2020 volume year, the editors and contributors of the journal collaborated and noticed that the majority of their institution’s invested in IGI Global’s e-Collections, including the e-Book and e-Journal Collections.

Learn About OA Publishing
Through this investment, they had direct access to OA funding and requested to have content from their journal retroactively converted to full open access through IGI Global. Through this conversion, they were able to open a full issue of their journal to full Gold OA, including providing access to: Not only were they able to increase the citation impact of their journal through their efforts, but the editors were able to continue their efforts and garner full funding through Shandong University (Weihai), China, for their journal starting in the 2021 volume year. Through this funding, the institution covers the full OA article processing charges (APCs) of all of the articles that are submitted and accepted (following the peer review process), making their journal platinum open access (see more about platinum open access below). Additionally, for IGI Global editors that are interested in providing OA opportunities to their journal contributors or publish a full OA book, IGI Global can work directly with that editor and their institution to enable the OA fund from our OA Fee Waiver (Read and Publish) Initiative to go toward that specific publication. Or in some cases, when there is an appetite for strictly publishing and the institution funds a publication under OA, IGI Global will open up full access of their e-Collections to the institution.
This model easily enables editors to publish full OA books, which can be an expensive endeavor, as well as support editors in transitioning their journals to platinum. Platinum journals (also known as diamond) are journals that have full funding coverage for all aspects of the open access publishing process and as such there are no APCs charged to the authors. Through having no APCs, editors are able to garner increased submissions for the journal, as it removes the costs associated with publishing under OA for the contributors.
Editors are able to utilize IGI Global’s OA Fee Waiver (Read and Publish) Initiative as a part of the funding for their journal and if they are able to find additional funding, they can work with us directly to transition their journal into diamond/platinum. Additionally, if an editor is unable to find full funding for their journal, they can always utilize our OA Fee Waiver Initiative and outside funding to provide a discounted OA APC, which will assist contributors in easily affording fees associated with open access publishing.
Through IGI Global converting 32 journals to full gold OA coupled with the content made available under OA through this OA Fee Waiver (Read and Publish) Initiative, over a thousand articles and chapters are now available under open access. Many of the articles that are now available under gold OA were directly waived through IGI Global’s OA Fee Waiver (Read and Publish) Initiative and include research from hundreds of international institutions.
