The use of generative AI to create extremely harmful content, including illegal child abuse images that either simulate explicit images or alter images of real children to become explicit, has raised concerns among law enforcement and child protection agencies. Some models can produce highly realistic images that are difficult to distinguish from real abuse material, and their ability to generate this content is partially due to
illegal content being used to train AI. This means that even though the issue was dealt with swiftly when identified by the Stanford Internet Observatory, the AI model exposed to this content may still allow this type of generated material to be reproduced, continuing the harm to victims.
Shortly before
the SB 1047 AI safety bill passed, Elon Musk
publicly showed his support for the California bill aimed at regulating AI technologies. The legislation seeks to establish transparency and accountability measures for AI systems, particularly in sensitive sectors like healthcare and public safety. Musk’s backing reflects growing concerns about the unchecked power of AI and the need for legal frameworks that ensure ethical use of these technologies. The bill is seen as a step towards addressing the risks of AI misuse, while also promoting innovation under responsible governance.
This issue underscores the urgent need for expert guidance, like the insights offered in
Machine Law, Ethics, and Morality in the Age of Artificial Intelligence (ISBN: 9781799848943), which examines the balance between technological innovation and protecting fundamental human rights. As authorities and policymakers grapple with the implications of AI misuse, the expertise provided in such works becomes crucial for developing informed regulations that protect vulnerable populations while fostering responsible AI development.
