Public IT Courses Provide Important Skills to MPA Students and Public Sector Workers

By IGI Global on Aug 4, 2011
The United States Navy is in the process of planning its upgraded and updated IT system. The new system, which will be utilized by both the Navy and the Marine Corps, is called the Next Generation Enterprise Network (NGEN) and will replace the current system, called the Navy Marines Corps Intranet (NMCI). The Navy "aims to reduce its non-tactical IT budget by 25%," according to a recent article published in Information Week. As a part of the updates, the navy will evaluate the many data centers it has and downsize a significant number, as well as make a big step toward the use of cloud computing.

For anyone dealing with IT systems in the public sector, such as those individuals working on the Navy and Marine Corps' updated system, it is important to make changes and upgrades and to handle day-to-day operations in a sensible and efficient way. Issues specific to the public sector, as well as issues specific to IT, need to be taken into careful consideration. For this reason, many students are taking courses on public management information systems and related issues as a part of degrees like a Masters of Public Administration (MPA).

For professors of these courses, several books published by IGI Global, an information science and technology publisher, have proved to be excellent course texts to give their students important information for their future careers. Two of these books that have been recently reviewed and adopted by a variety of professors are highlighted below.

Public Management Information Systems, authored by Bruce Rocheleau, Northern Illinois University, USA, provides public administrators with a map of the key actors and processes they need to be aware of if they are to be successful in making IT decisions in the public sector. This is the first single-authored book to focus on the key processes faced by managers in governmental organizations, including planning, purchasing, training and learning, politics, accountability, ethics, best practices, and evaluation. Public Management Information Systems features practical examples drawn from governmental organizations, combined with a comprehensive synthesis of research from both public and private sectors. This book also identifies key concepts and offers review questions and practical exercises to give public administration learners direction in furthering their knowledge in this key area of management. Public Information Technology: Policy and Management IssuesPublic Information Technology: Policy and Management Issues, edited by G. David Garson, North Carolina State University, USA, constitutes a survey of many of the most important dimensions of managing information technology in the public sector. Written by noted academics and public administration practitioners, this book addresses general policy and administrative issues in this arena as well as the information technology skills needed by public managers. Another recently released and highly recommended title for future course adoption consideration is Public Sector Reform Using Information Technologies: Transforming Policy into Practice, edited by Thanos Papadopoulos, University of Southampton, UK, and Panagiotis Kanellis, Ernst & Young and University of Athens, Greece. This book offers an analytical, interdisciplinary examination of electronic governance implementation from theoretical and practical perspectives. Researchers in fields like computer science, information systems, and sociology, and practitioners in policy formulation, implementation, and IT and systems deployment will find useful insights for improving the effectiveness of government services. Successfully transforming public policy using IT will help minimize the political and financial repercussions of failed implementations, meet the increasing expectations of citizens in modern democracies, and shape the public sector of the future.
