Abstract

By the beginning of the 20th century, enormous changes had taken place in the state system of the Russian Empire. In addition to the emperor, the State Duma and the State Council, which included not only Orthodox people, became the supreme legislative bodies. But laws that related to the Orthodox Church, for example, on the finances of the Synod, were considered by the State Duma and the State Council. Until 1917, preparations were underway for the convocation of the Local Council. Documents related to this event are church-historical and church-legal monuments, as they show the spiritual consciousness of the episcopate, clergy, and parishioners.
