Introduction

Public personnel, which is a general concept that can be used for officials employed in public institutions, can be considered as one of the most important elements of public administration. These officials work within government agencies at the local, state, or federal levels and are involved in the production and/or delivery of public services. Public Personnel Management refers to the management and administration of the workforce in public organizations. The management and administration of these officials is carried out through the public personnel management system. Focusing on the workforce in public institutions public personnel management involves the strategic planning, recruitment, development, retention, and management of employees who work in public service and aims to ensure that government institutions effectively meet the needs of the citizens. Social, political and economic changes and transformations experienced throughout the historical process have affected the public administration discipline, and these effects have brought about a change in the understanding of public personnel management. The managerial approach that has become dominant in public administration, especially since the 1980s, has brought about the implementation of new methods, techniques and practices regarding public personnel and their management. With the intense impact of technological developments and the Globalization process, the reforms and improvements that countries have started to make in their public personnel management systems have begun to set an example for different countries, and the transfer of systems, institutions and policies regarding public personnel management has intensified. Especially the Covid-19 pandemic and its aftermath have brought about radical transformations in both the production and delivery processes of public services and the public officials who take an active role in these processes. After this process, new developments have emerged in many issues such as personnel employment, working conditions, financial and social rights, leadership and motivation, and supervision, which are among the main issues of public personnel management, and there have been important developments in the field of public personnel management.

Objective

Examining the public personnel management regimes and practices of countries from different perspectives and making comparisons based on different country practices are very important in terms of comparative public administration. In addition, including examples of good practices in this regard can also enable them to be transferred to other countries through reform and policy transfers. So, this transfers can be an important element in creating an effective, ethical, and efficient government and public administration. With this regard the main aim of this book study is presenting how developments have occurred in public personnel management systems and policies of different countries, their effects, contributions and examples of good practice.

Target Audience

The book will be one of the pioneering works in this field in terms of examining the effects of the systems, policies and practices regarding public personnel management and providing the opportunity for comparison. It also has a great significance in terms of providing information to researchers, students and practitioners about the public personnel policies, structures, tecniques and practices of countries and allowing comparisons between countries. Academics can benefit from this book as a textbook or additional resource in their courses and this book will be especially useful for students in their master's or doctoral theses, Practitioners and policy makers also can benefit from this book and it will be an opportunity for them to follow good practice examples and learn promising lessons.

Submission Procedure

Researchers and practitioners are invited to submit on or before April 5, 2025, a chapter proposal of 300 to 500 words clearly explaining the mission and concerns of his or her proposed chapter. Full chapters of a minimum of 10,000 words (word count includes references and related readings) are expected to be submitted by June 6, 2025, and all interested authors must consult the guidelines for manuscript submissions at https://www.igi-global.com/publish/contributor-resources/before-you-write/ prior to submission. All submitted chapters will be reviewed on a double-anonymized review basis. Contributors may also be requested to serve as reviewers for this project.

Note: There are no submission or acceptance fees for manuscripts submitted to this book publication, New Approaches and Innovations in Public Personnel Management. All manuscripts are accepted based on a double-anonymized peer review editorial process.
