Abstract

Public service is a government management system to maintain and improve the health status of the community. The role of health service organizations is very necessary for the implementation of the health service process to the community as a whole and with quality. Health service organizations exist to achieve a common goal, namely to provide health services aimed at achieving community welfare. However, health service organizations in their activities must be limited by government policies. In the administration of the government system, it must have a clear basis for the validity of the system and administrative processes of an institution. Therefore, the government's role is necessary for policymakers to monitor and control the health financing system.

Introduction

Public service is a government management system to respond to people's aspirations in efforts to know the needs of the community. As a government organizer in public services, in an effort to maintain and improve the degree of public health to the maximum extent, it must be carried out jointly by the government and the community optimally in accordance with the mandate of Health Law No. 36 of 2009. Health is a matter that needs serious attention for all of us because health development carried out continuously is an effort to improve the health and nutrition status of the community.

Health problems that are worldwide are the main agenda issues. The role of health service organizations is very necessary for the implementation of the health service process. Ernest Dale said that organization is a planning process that includes the preparation, development, and maintenance of a structure or pattern of work relationships of people in a work group.

Healthcare organizations provide health services to the community as a whole and at high quality. Health service organizations stand to achieve a common goal, which is to provide health services aimed at achieving public welfare.

Health service organizations must also have a clear structure due to the delegation of responsibilities in the delivery of health services. With a clear structure in the health service organization, it will be easier to implement the main tasks and functions of the health service provider so that there is no overlapping of tasks in the health service.

In addition, an organization's activities should be limited by government policies. Because in the administration of government systems, they must have a clear foundation for the validity of their system and the administrative processes of an institution. In order for the administration process to proceed well, clear management is needed. Health service management aims to make the health service process fluent. In order to achieve quality health services, they cannot be separated from clear management.

Good health service management will be able to plan health service activities and alternative health services to be achieved. In addition, good health service management is able to provide a clear and efficient range of health service activities. In addition, if the management of health services is clear, it will affect the distribution of the main tasks of the service provider in carrying out his duties. With a clear division of tasks, it will be easier to carry out the control function of its human resources.

Therefore, the role of the government is needed in making policies because the government's decisions on policies are very influential on the quality of health services. Therefore, clear policies are needed that regulate the role of the private sector in health. With the policies made by the government, they can monitor and control the health financing system. To meet the community's need for health services, the role of the private sector is needed to better participate in the achievement of national health goals. So that decentralization in the policy of regulating the private sector in the health sector can improve public services, provide fair conditions for the poor in obtaining health services, and protect and guarantee the rights of the community in obtaining health services. If a government system can respond to people's aspirations, then the governance system is good. (Noviana, 2019).
