Abstract

Some studies have shown that the definitions of digital and ICT literacies need clarification, as they are sometimes considered the same thing. Digital literacy refers to the ability to use software or operate a digital device, while ICT literacy involves using digital technology, communication tools, and/or networks to access, manage, integrate, evaluate, create, and transmit information in order to function in an information society. The Covid-19 pandemic has made these two concepts even more critical, as all educational activities are now carried out using technological tools. This chapter aims to define digital and ICT literacies and highlight the differences between these two concepts. Additionally, it will discuss the importance and definitions of these literacies in the context of distance education in the 21st century.

Purpose

This study aims to define digital and ICT literacy within the framework of skills that can measure the effectiveness of technology education or technology skills. In this direction, a series of guidelines, standards, evaluation lists, and definitions are included in the study (Fraillon et al., 2014). Although it aims to define a comprehensive competence framework for digital and ICT literacy, a standardized definition will likely only partially be established due to the variable nature of technology and the differences in its significance perceived by many groups (Riel et al., 2012). In this study, the definitions of digital and ICT literacy were synthesized, and a conceptual structure was created for future studies within the framework of the following questions (Goktas et al., 2016).
