Abstract

The study mainly aims to understand the linkage between “blockchain” and “the regulatory function of governments”. The research questions are 1) How can be identified the blockchain as a concept and assessed the regulatory function of governments with the trust/compliance relationship? and 2) What extend the blockchain has affected the regulatory function of government, and how can be unveiled the relevance between the blockchain and the regulatory function of governments? In methodology, it is a theoretical and exploratory study. This study has constructed in three sections. In the first section, the conceptual aspects of blockchain have assessed. The second section is about the regulatory function of governments in the trust. The studies on “regulatory state” and “state-citizen relationship” have respectively scanned, and the virtues and drawbacks of blockchain have combined in terms of “trustless, privacy sensible organizational, public efficiency social impact.” Discussion and conclusion sections, the linkage between the blockchain and the regulatory function of the State is evaluated.

Introduction

The study mainly aims to manifest and understand the linkage between “blockchain” and the regulatory function of governments. Research questions are the following: 1) How can be identified the blockchain as a concept and assessed the regulatory function of governments with the trust/compliance relationship. 2)What extend the blockchain has affected the regulatory function of government? 3) How can be unveiled the relevance between the blockchain and the regulatory function of governments? This study has concentrated on the linkage between the blockchain and the regulatory function of the state. In methodology, it is a theoretical and exploratory study. “Regulatory states” and “state-citizen relationships” have respectively been examined within the literature. Pflieger, 2014; Majone, 1997; Moran, 2002; Levi-Faur, 2011 studies have been selected from regulatory state literature, and Vigoda, 2002; West, 2005; Scott, 2006; Vigoda, 2007; Vigoda, 2010 studies have selected from the trust in government literature that holds common characteristics as the pioneering studies in questioned pieces of literature. Some convergent and divergent points have been detected after scanning. The distinction of both pieces of literature is that the regulatory state literature, privatization, liberalization, and regulatory reforms to construct a stable and steady institution with decisive rules and standards. Whereas state-citizen relationship literature has considered to inform the citizens and to access governmental data.

The intersecting points for both pieces of literature have considered within this study. After the literature review, the intersecting points have founded as “effectiveness and efficiency of the public sector” and “engaging and participating to public issues” have been remarkably common points in both regulatory state literature and the state/citizen relationships within the literature. Then, the founded intersecting points have elaborated with the trust in government in order to reveal the regulatory function of the state. Scholz & Lubell, 1998, Beeri et. al. 2018, Porumbescu, 2016; Yang & Holzer, 2006, Van der Meer, 2010; Mishler & Rose, 2005 studies that provide the seminal findings for manifesting the regulatory function of the state in terms of trust in government have been selected. All findings have combined with the advantages and disadvantages of the blockchain in terms of being a) trustless, b)Privacy sensible c)organizational, d)public efficiency and e)social impact aspects. Then, the linkage between blockchain and regulatory function of the state has evaluated.

It is argued that applications of blockchain technologies are emerging and disruptive technologies that have not in full measure progressed and reached the matured level inside of the leader of the rapidly developing technologies debated issue in many fields. Due to all reasons, the blockchain's various dimensions and impacts on public administration are essential to scrutinize with an argumentative lens to bring out into relief its all fragile and distorting angles. It is expected to contribute to the understanding the linkage between the regulatory function of the state through the state-citizen relationship and blockchain in the public administration field. In methodology, it is a theoretical and exploratory study that remains on literature review. This study has constructed in three sections. In the first section, the identifications and conceptual aspect of blockchain and its characteristics and application areas in the public sector have evaluated. In the second section, The studies on regulatory State and Trust in government pieces of literature have respectively scanned. The technology effect has combined with the all and briefly assessed. In the discussion and conclusion sections, the linkage between the blockchain and state/citizen relationships has evaluated.
