Abstract

The economic crisis and the increasing severity of public health problems have reached different dimensions with their rapid spread in the Middle East. Therefore, the Middle East, in a broad sense, presents a war with the pandemic crisis. Middle Eastern countries face this war and silent death. What could be its role and reflex? Although there is no way to deal with the rapid spread of COVID-19, we are still determining where the economic consequences will lead. It is still too early to draw definite conclusions. COVID-19 has made dramatic changes in the Middle East region and has achieved secondary financial results.

Introduction

The covid-19, which emerged in 2019, occurred in the city of Wuhan, which is connected to the Hubei province of China, and then spread very quickly from person to person and even from country to country. On March 2, 2020, cases outside China began to rise rapidly. Therefore, the World Health Organization (WHO) has led the statement that this epidemic can be described as a worldwide epidemic. Precautions and measures have been taken so that the whole world can fight this disease. All the conditions related to covid-19 have been reviewed again. A few of them are as follows: 1. personal hygiene is given importance 2. social distance law has been applied to avoid contact with sick people with covid-19 3. shopping centers - cinemas - sports competitions. 4. Travel restrictions were started to be patrolled between and within the country 5. Partial or general curfews were begun to be implemented 6. Going to school was stopped, and education resumed online. Social life was temporarily suspended. So resilience is a concept given by governments in times of crisis and the primary type of government that matters. The survival of the people and the country is also related to the fact that the government will make great efforts to survive and avoid humanitarian

disasters. Experts play essential roles in crisis interventions. For example, expertise and advisory capacities in a pandemic can set the course of crisis management and have a significant impact on the quality of decision-making. In this study, taking into account the fact that local governments, which have the law and jurisdiction over the epidemic, are also struggling with the epidemic, by declaring the two fundamental questions of our primary research as follows: 1. Do I have sufficient technology and knowledge of the systems that will fight the epidemic in Iran and Turkey? 2. The reflexes of the public institutions in the two countries serve to strengthen the centralist understanding in the administrative sense.
