Abstract
The COVID-19 acute respiratory syndrome pandemic completely stopped global tourism. Many countries have responded quickly to the situation with a package of measures to help minimize the negative effects of the pandemic on tourism. These impacts are negatively perceived by local population of examined areas which may lead to either uncontrollable tourism development or to dislike of locals in tourism development. Sustainable rural development index for years of 2019 and 2020 was calculated in order to define whether tourism development is under the limits of sustainability. To help to understand the development of tourism and the impact of the COVID-19 pandemic, a SWOT analysis was conducted.

Creative Tourism and Cultural Heritage: A New Perspective
A tourism that offers visitors the opportunity to develop their creative potential through active participation in courses and learning experiences on topics that are typical of the destination ( Richards & Wilson, 2006 ). In this context, the emphasis shifts from the tangible to the intangible culture and the fundamental experience is an exchange of knowledge and expertise between the guest and the host. This exchange creates a more authentic and locally embedded form of cultural tourism. The development of creative tourism is found in very different contexts. On the one hand, in rural areas, creativity is needed to address the lack of economic alternatives; this creativity can be observed in some areas of the UK, Scandinavia and France. On the other hand, cities are traditionally perceived as the engine of the creative economy; for example Barcelona, Paris and Rome are promoting creative tourism as an alternative to mass cultural tourism.
