Abstract
This chapter examines India's Panchayati Raj Institutions as a model for decentralized and inclusive governance in the Global South. Drawing on constitutional foundations and lessons from comparative international literature, it analyzes the achievements of Panchayati Raj Institutions in expanding grassroots democracy, representation for women and marginalized groups, and direct citizen participation. The chapter critically explores the challenges, such as limited fiscal autonomy, bureaucratic and social hierarchies, and uneven devolution of power. Practical recommendations are offered to enhance fiscal empowerment, capacity-building, and institutional safeguards. By synthesizing Indian experiences with global debates on decentralization, the chapter provides actionable insights for strengthening local governance, social equity, and participatory development in varied contexts.
