Abstract
This chapter explores the transformative impact of Artificial Intelligence (AI) on public personnel management, situating it within the broader digital governance paradigm. It critically examines how AI technologies are reshaping core human resource functions—such as recruitment, performance evaluation, and workforce planning—while analyzing the operational, institutional, and normative tensions that arise. Drawing on theories such as Sociotechnical Systems Theory, Institutional Isomorphism, and Algorithmic Governance, the chapter highlights the ethical and epistemological complexities introduced by AI, including issues of transparency, accountability, and bias. It also discusses philosophical concerns regarding moral agency, fairness, and the potential erosion of democratic legitimacy in AI-enabled decision-making. By integrating multidisciplinary perspectives, this chapter aims to provide a comprehensive framework for understanding both the promises and risks of AI adoption in the public sector.
