Abstract

The chapter examines the issue of changing the regional regulatory practice of the Russian Federation in the regulation of the general education assessment system. The monitoring results confirm the lack of a consistent approach in the federal subjects to regulate activities on the general education quality assessment. However, there is a positive trend—the number of federal subjects in which an integrated approach is used to regulate the general education quality assessment is increasing. An integrated approach is most accurately reflected by the provisions on the regional system for assessing the general education quality that is developed and approved in federal subjects. These regulatory legal documents are aimed (1) to obtain up-to-date, objective, and reliable information about the education quality in the federal subjects of Russia and (2) to achieve a balance in the activities of bodies and structures in the subjects to consolidate efforts to improve the quality of education.

Introduction

One of the national project “Education” key tasks is to make the Russian Federation one of the top ten countries globally in terms of the quality of general education. It determines the relevance of the development and modification of the methodology and regulations for monitoring the general education quality (including an independent quality assessment of education and the regulatory impact in the quality assessment system from changes in the regulatory framework resulting from the implementation of national projects. We specified an approach to monitoring the performance of general education governing bodies to assess the quality of educational activities as a mechanism for improving the general education management system through the following measures:

  • 1.

    Considering and analyzing the regional specifics of the implementation of the national project “Education,” including a working model of a digital school and the approbation of a personalized system for financing additional education (Federal projects “Digital Educational Environment,” “Success of Every Child,” and “Modern School”);

  • 2.

    Sociological surveys in federal subjects on the satisfaction assessment with the quality of education and the relevance of educational results (Ministry of Education of the Russian Federation, 2019).

Within the Federal project “Modern School,” the task of reducing inequality in the quality of educational results between schools and groups of students and overcoming educational failure is updated. These tasks require (1) an analysis of regulatory legal documents that control the monitoring of the education system (including the regional level) and (2) research of the practice of regulating the use of regional information systems to automate monitoring studies to assess the quality of general education.

The negative trend of growth of functionally illiterate school students and the issue of closing the teaching staff shortage (“Modern School” project) involves the creation of a comprehensive system for the prevention and correction of learning problems.

The system should be based on a modified regulatory framework and regulations of regulatory legal documents controlling the activities of regional education systems on the effectiveness of the activities of state (municipal) institutions, their managers, and employees.

Materials And Methods

To conduct “Analysis of the results of regulatory impact in the general education quality assessment system from changes in the regulatory framework as a result of the implementation of national projects” monitoring, the official website of the Federal State Budget Scientific Institution “Institute of Education Management of the Russian Academy of Education” was created a section “Analysing the results of the regulatory impact in the general education quality assessment system from changes in the regulatory framework as a result of the implementation of national projects,” and developed a form for monitoring, which is agreed with representatives of the Ministry of Education of the Russian Federation (Annex 1).

The research object is the regional normative-legal practice in regulating the system for assessing the quality of general education.

The research subject is a program and normative documents regulating the activities of general education governing bodies for general education quality assessmentcto improve the management system.

The paper aims to analyze the results of the regulatory impact in the system of general education quality assessment from changes in the regulatory framework due to the national project implementation.

We used the method of content analysis of the regional base of normative legal documents of regulation of the system for general education quality assessment, method of statistical analysis, monitoring, method of stratified multistage random sampling, study and generalization, diagnostics, expertise, data processing methods, method of recording the received information, method of systemic and structural analysis, etc.

The collection of empirical material for the study was carried out from July 22 to 31, 2020, in an automated mode in all 85 federal subjects of the Russian Federation.
