Abstract

Distance education can also be used by a large part of the community. The form of distance education optimally develops learners' independence, activity, consciousness, and creativity in comparison with traditional forms of education. In addition, in this system, more scientific information can be obtained in a short time, and the student's conscious and logical ability to acquire systematic knowledge expands. On the other hand, distance education is one of the tools that can help our higher education to have an international rating. Let us take into account that one of the main tasks of the education system is to develop the human capital necessary for the modernization of the country and thus increase the international competitiveness of the Republic of Azerbaijan. It should be noted that digitalization can create real opportunities to turn our weak performance in education into strong performance. In this regard, the chapter examines the prospects for improving distance education in public administration for the development of human capital in Azerbaijan.

Literature Review: Human Capital And Distance Education

As the concept of human capital has aroused great interest among scientists, its study has grown over time. In studying the causes of the development of national wealth, A. Smith formulated the following thesis: labour is the basis of values ​​and wealth. This means that man was seen as a source of social wealth and a source of social wealth and as a part of it. He regarded the quality of production as the main driving force of progress in free competition, while he regarded the cost of human investment as a factor in the development of production and the reconciliation of that investment with income. His conclusions about “investment in man” later became the main idea theory. The American scientist Phillip classified human capital as part of intellectual capital (Phillips, 2005). Human capital, on the one hand, includes the level of achievement of knowledge, skills, competencies, experience, commitment, behaviors and values ​​of individuals in society in connection with the production process; on the other hand, it is a concept that expresses physical and mental fitness or strength (Kahya et al., 2015).
