Literature Review

Based on the work of Gore (1994); Hart (2010) and Porter & Kramer (2011) we are proposing some strategic policies for different governments around the world, maybe some of them apply easily for Latin America, the zone with more inequality in the whole world, however the concepts of innovation, water use, energy use, clean tech and base of the pyramid can be applied in the whole world like some examples in the paper, from Australia to Mexico in America.

In the paper we try to stablish a link between different authors like Hofstede et al. (2010) and Bradley et al. (2013) talking about consensus and innovation or Phills et al. (2008) and Pestoff (2012) explaining about social innovation. The work of London & Hart (2010) and Hart (2010) explain the need for BoP (Base of the Pyramid) Policies and Clean Technology Policy.

Finally, we introduce an explanation of the theories of Professor Porter & Kramer (2011) in Harvard Business School and we create based on those big ideas 2 policies: Water Use Policy and Energy Use Policy. We try to offer and advance of work in competitiveness for the society in the future offering 3 more policies: Digital Acceleration Policy, Entrepreneurship Policy, and Cryptocurrency Policy.
