Abstract

Driven by technological advancements and economic integration, digital trade is reshaping transaction and production paradigms. Amidst the decline in conventional foreign trade, cross-border e-commerce (CBE) is a vital force in China's trade landscape. This paper presents a legal risk analysis model using deep learning to examine key factors affecting the sustainability of CBE within the Belt and Road Initiative framework. Through simulation experiments and grey correlation analysis, it explores the coupling and evolution of legal supervision mechanisms with e-commerce activities. Findings reveal that enhanced regulatory oversight, policy optimization, and information disclosure significantly improve legal supervision. The study shows a stable upward trend in the coupling of legal oversight with CBE, offering theoretical insights to mitigate legal risks and foster sustainable development in cross-border trade under the Belt and Road Initiative.

Introduction

Foreign trade is an important indicator to measure a country's economic growth. Due to the rapid growth of economic globalization, big data, cloud computing, and other information technologies (ITs), the traditional foreign trade import and export model can no longer meet the needs of development in all directions (W. Huang & Li, 2019). The proposal of the Belt and Road (B&R) Initiative changed the traditional world trade pattern, which not only promoted the vigorous growth of China's market economy but also promoted the effective integration of market resources with the help of IT, such as WeChat business and e-business, which pointed out the direction for the growth of different enterprises (He, 2020). As cross-border e-commerce (CBE) is a new business format, it is being accepted by more and more consumers, so it is necessary to strengthen legal supervision. However, the differences and lag of laws between countries and regions are increasingly prominent, and the particularity, transborder, and imbalance of B&R regions have also led to the lack of legal supervision (Ma et al., 2018). CBE, as the mainstream mode of enterprise economic growth, takes the internet as the media, collects customer demand information through information release on third-party platforms, and designs and sells products (Chen & Yang, 2017). Digital trade affects the change of transaction mode and production mode, which is not only promoted by digital technology, but also needs the coupling growth of economy and social environment (Yusuf et al., 2018).

CBE reduces the entry threshold for enterprises, shortens the transaction process, saves the cost of trade, improves the transaction efficiency, promotes the major changes in traditional international trade subjects, enterprise concepts, marketing, and government supervision, and promotes global economic growth (Awiagah et al., 2015). Whether among citizens or enterprises, many industries are invaded by the problem of creditor's rights and debts in e-business to varying degrees. The formation of public order and good customs should not only exist in daily life, but it should also exist in e-business activities (Hajli & Featherman, 2017). As the initiator of B&R, China has established a cooperation mechanism for CBE, promoted the growth of CBE enterprises, and helped enterprises to deal with transborder trade disputes (Giuffrida et al., 2021). With frequent e-business transactions, increasing e-business, and the increasing popularity of online shopping and online games, it is of great significance to study the legal regulation of e-business for China's economic growth and social progress (Berends, 1998). Through the analysis of the legal supervision of CBE under the B&R Initiative and the influencing factors of the sustainable growth of CBE enterprises, this article analyzes the coupling relationship between the sustainable growth of CBE enterprises and e-business laws under the B&R Initiative, as well as puts forward the solutions from a multi-dimensional perspective.
