Abstract

The purpose of this paper is to study the nature of information technology issues and trends in less developed countries, and compare and contrast them with those in developed countries. We propose a framework, called the lagged response effect, for predicting and justifying the differences. The lagged response effect is based on technological and economic interactions between a developed and a less developed country. We propose several hypotheses on the various effects of these interactions. These are tested with empirical data obtained through questionnaires, published literature, and interviews with executives in the information technology sector of the Indian industry.
