Mission and Scope

The mission of the International Journal of Organizational and Collective Intelligence (IJOCI) is to provide researchers and practitioners in the communities of computer and information sciences with a forum to advance the practice and understanding of computing theories and empirical analyses for realizing “organizational intelligence and collective intelligence”, i.e., intelligent computing for organizational and collective information from not only technical but also institutional and social aspects.

Editor(s)-in-Chief Biography

Dr. Victor Chang is a Senior Lecturer in Computing at Leeds Beckett University and a Visiting Researcher at University of Southampton. He has been a technical lead in web applications, web services, database, grid, cloud, storage/backup, bioinformatics, financial computing which subsequently have become his research interests. Victor has also successfully delivered many IT projects in Taiwan, Singapore, Australia, and the UK since 1998. Victor is experienced in a number of different IT subjects and has 27 certifications with 97% on average. He completed PGCert (Higher Education, University Greenwich, 2012) and PhD (C.S, University of Southampton, 2013) within four years part-time while working full-time, whereby the distance between his work and research is about 400 miles away. He has about 70 published papers, including several high-quality journals up-to-date. Victor received BSc and BEng from University of Sydney in 2000, research MPhil from University of Cambridge in 2002. He won £20,000 funding in 2001 and £81,000 funding in 2009. He was involved in part of the £6.5 million project in 2004, part of the £5.6 million project in 2006 and part of a £300,000 project in 2013.

Victor is a winner in 2011 European Identity Award in On Premise to Cloud Migration. He was selected to present his research in the House of Commons, UK, in 2011. He won the best student paper in CLOSER 2012. Victor demonstrated several different types of Cloud and Big Data services in both of his practitioner and academic experience. His proposed frameworks have been adopted by numerous organizations. In April 2014 he received 5 certificates in a single international conference. He is the chair of international workshops in Emerging Clouds and Enterprise Security. He is an editor of the Cloud Computing adoption book with IGI Global. He is a reviewer of International Journal of Information Management, Expert Systems with Applications, IEEE Transactions on Cloud Computing, IEEE Transactions on Services Computing, Journal of Internet Services and Applications and Journal of Computing and Information Technology.

Dickson K.W. Chiu received the BSc (Hons.) degree in Computer Studies from the University of Hong Kong in 1987. He received the MSc (1994) and the PhD (2000) degrees in Computer Science from the Hong Kong University of Science and Technology (HKUST). He started his own computer company while studying part-time. He has also taught at several universities in Hong Kong. His research interest is in service computing with a cross-disciplinary approach, involving workflows, software engineering, information technologies, agents, information system management, security, and databases. The results have been widely published in over 120 papers in international journals and conference proceedings (most of them have been indexed by SCI, SCI-E, EI, and SSCI), including many practical master and undergraduate project results. He received a best paper award in the 37th Hawaii International Conference on System Sciences in 2004. He is the founding Editor-in-Chief of the International Journal of Systems and Service-Oriented Engineering and serves in the editorial boards of several international journals. He co-founded several international workshops and co-edited several journal special issues. He also served as a program committee member for over 70 international conferences and workshops. He is a Senior Member of both the ACM and the IEEE, and a life member of the Hong Kong Computer Society.
